About the event

ACC-OC is proud to present the 2023 Public Policymakers Acacdmy (PPMA): Continuing Education and Formal Training for Locally Elected Officials and City Staff

Join ACC-OC in partnership with University of California Irvine for an in-depth exploration on a variety of complex public policy and governance issues. Sessions will be held weekly in August 2023 over 4 weeks of morning meetings with presentations from top regional leaders and experts in their field. Members can register for individual sessions or the complete academy program. 

Whether you are a newly elected local official looking for a deep dive on Orange County's most pressing topics, or a well-seasoned councilmember wanting to continue to deepen your knowledge base, or city staff ready to take the next step in local government operations, the ACC-OC PPMA is the place for you. 

The 2023 Robert Ming PPMA is dedicated to the memory of ACC-OC Founding President and Councilmember Robert Ming (1970-2022).

Session Information: 

  • Session 1: Councilship Skills (9:00 am - 12:30 pm): Learn the art of running a successful Council Meeting including understanding the Brown Act, working with Council Colleagues, City Staff, and the City Attorney plus dive into Media and Public Relations.
  • Session 2: Local Government, Tax Revenues, Finance & Records (9:00 am - 12:30 pm): Understand sources of City revenues and budget process for differing types of cities, dive into the public records processes and discuss EFID's and SLA strategies as they relate to a city's finances.
  • Session 3: General Plan, Land Use, and Economic Development (9:00 am - 12:30 pm): Discuss the intricacies of zoning, land use, RHNA and protocols related to land use decisions plus engage in conversations around development, affordable housing, homelessness, rental options and strategies for community and economic development.
  • Session 4: County and Regional Offices, Emergencies, and Labor Relations (9:00 am - 1:00 pm): Learn how County, Regional and State programs and policies impact and serve cities with discussion on emergency services and labor relations. Includes Certificate Ceremony.

  • Lunch will be provided, please let us know if you have any dietary restrictions
  • Hybrid options can be made availble with request after registration

Refund Policy: 

  • Refunds will be provided in full up to 2 weeks (14 days) in advance of the event. A partial refund of 80% will be issued 14 days prior to the event. Refunds will not be issued the day of the event if the registrant is unable to attend. Registration may be transferred to a colleague at no addtional cost or fee.
