Federal changes to HUD’s Continuum of Care (CoC) program will affect how cities plan, coordinate, and fund homelessness services.  With Orange County’s $33 million in CoC funding at risk of not being renewed next year, more than 1,800 residents in Permanent Housing and 375 in Rapid Re-Housing could lose support and face returning to homelessness.
