ACC-OC is pleased to announce our recent collaboration with Falck to deliver an invaluable Better Learning Opportunities program tailored for City and Regional Leaders. This initiative provided hands-on training that empowered attendees with critical emergency response skills essential for their roles.
Training Highlights:
Narcan Administration: Participants gained practical knowledge on how to administer Narcan, a life-saving medication used to reverse opioid overdoses effectively.
Bleeding Control: Attendees were trained in advanced bleeding control techniques and awarded a Stop the Bleed certificate, enhancing their capability to manage severe bleeding situations.
CPR Review: We revisited essential CPR techniques, ensuring participants are well-prepared to perform life-saving procedures when needed.
Blood Pressure Training: Skills in accurately measuring and interpreting blood pressure were developed, equipping attendees with the knowledge to assess and respond to health emergencies.
Falck Ambulance Tour: The training experience was rounded off with an informative tour of a Falck ambulance, which provided valuable insights into emergency equipment and the resources available for critical situations.
We extend our heartfelt thanks to everyone who participated and contributed to making our community safer through this program.

The California Air Resources Board (CARB) recently partnered with the Climate Action Campaign and conducted an on-line Regional Listening Session regarding Zero-Emission Space and Water Heater Standards. However, proper notification was not provided (enough time or to a broad audience) for awareness and participation. It was also the only virtual session with all other sessions in CA being conducted in-person. With this being one of many upcoming changes; it’s imperative that stakeholders have the opportunity to participate these meetings.
We are asking to please consider submitting comments, calling on CARB to rectify this flawed process by holding additional listening sessions in-person for Orange County and Los Angeles County communities to provide meaningful feedback on these proposed standards. Comments may be submitted to Emma Tome at Emma.Tome@arb.ca.gov and buildingdecarb@arb.ca.gov.

City of Garden Grove

Transportation Corridor Authority
The Foothill/Eastern Transportation Corridor Agency (F/ETCA) has approved a task order with Stantec Consulting, Inc., for additional traffic analysis services for the 241/91 Express Connector Project. This enhanced analysis will assess demand management tools and support the development of interagency agreements.
F/ETCA is collaborating with Caltrans, OCTA, and RCTC to refine project details and operating conditions. The traffic modeling will provide insights into expected toll rates and traffic volumes, helping to finalize agreements and operational procedures for the project, which is expected to open to motorists as early as 2028.
The 241/91 Express Connector will create a direct connection between the 241 Toll Road and the 91 Express Lanes, aiming to improve traffic flow on both the toll road and SR-91’s general-purpose lanes.
City of Newport Beach
On Friday, September 13, Assemblymember Diane Dixon (R-Newport Beach) will honor former Assemblymember and Senator Marian Bergeson by dedicating the Upper Newport Bay Bridge in her memory.
